EU Names Circle’s USDC First Significant E-Money Token Under MiCA

The European Banking Authority has classified Circle’s USDC as the European Union’s first significant e-money token under the Markets in Crypto-Assets Regulation (MiCA), a milestone that places the dollar-pegged stablecoin under direct EU-level supervision.

Direct Supervision Starts November 12

The classification triggers direct EBA supervision of Circle Internet Financial Europe SAS starting November 12, 2026. The watchdog will oversee the issuer’s own funds, reserve assets, liquidity requirements, and recovery and redemption plans — the full supervisory toolkit MiCA reserves for systemically important token issuers.

France’s financial regulator, the Autorité de contrôle prudentiel et de résolution, will continue working alongside the EBA in overseeing Circle’s European operations.

Why This Matters

USDC is designed to maintain a value equivalent to one US dollar and has become a cornerstone of dollar liquidity in European crypto markets. The “significant” designation confirms what the market already knew: USDC is now too big in Europe to be supervised by national regulators alone.

The move comes as MiCA, which came into full force in July 2026, reshapes Europe’s stablecoin landscape. Issuers must meet strict reserve and governance standards to operate in the bloc — rules that have already pushed several non-compliant tokens off European exchanges.

For Circle, direct EBA supervision is both a compliance burden and a competitive moat. It sets a high bar that smaller rivals will struggle to clear, cementing USDC’s position as the default regulated dollar token in Europe.
